Dimensioning Polygons

I have read the post on routing files. In the past, I have added cutout information on the top silkscreen.
How do I do the following:
1) set the panel size
2) move arrayed (Panelized) gerbers to the desired position on the board
3) add & dimension polygons to give me the tabs I require.
or
4) add an array of drill holes to give the "break" locations for the assembled PCBx

This is a complex procedure and cannot be easily done in ViewMate.
For routing, the product you need is CAMMaster. It has tools to generate routing paths and break tabs.
For panelizing the data in ViewMate, please read:

If you want to manually create polygons, the steps are:
(1) Insert the contours desired with traces (straight or arcs). They should continue each other at their endpoints. The D Code for the inserted elements must be of type "F" (polygon fill).
(2) Select the inserted traces
(3) Do "Edit/Edit Selection/F To Poygons"
